Construction in Humanitarian Action

Over the years, in resource-poor countries or post-disaster settings, UNICEF has worked with governments, communities and partner organizations on the promotion and provision of physical facilities. Aiming to provide safe and healthy environments, infrastructure provision supports recovery, programmatic objectives and encourages ownership and community participation. UNICEF supports the development and provision of facilities ranging from Early Childhood Development centres, primary schools, healthcare and nutrition centres, to water and sanitation infrastructure. When directly involved in the provision physical facilities, UNICEF often manages all aspects of planning, assessment, procurement, design and management of construction services, from conception to completion. Between 2006 and 2010, UNICEF procured, primarily for the Education sector, construction services worth over 600 million USD in 50 countries. Supply Division views local procurement and management of construction services in countries key to success and sustainability. To promote theses, Supply Division has created a Construction Unit with a dual role: i)providing guidelines and technical support to Country Offices, and ii)information-sharing related to this complex sector of intervention. Our technical expertise covers many elements of a project, including
  • Planning for temporary, transitional and permanent reconstruction after natural disasters
  • Designing facilities to meet specific needs, utilising local materials and labour
  • Procuring services and managing local architectural & building contractors
  • Procuring services and mananging partnerships with local and internaitonal non-governmental or community based organizations
  • Getting appropriate personnel to manage construction projects
  • Setting up construction planning workshops and management skills training programs for UNICEF Country Office

HR

  • Clarify the responsibilities of UNICEF and its partners regarding education in humanitarian situations.
  • Strengthen existing coordination mechanisms or, if unavailable, mechanisms in collaboration with national authorities to ensure that the humanitarian response is timely and coordinated, and that conforms to humanitarian principles and agreed-upon standards and benchmarks.

    Support a multi-sectoral rapid assessment mechanism and format, including priority education information.

Supply

  • Support national authorities in planning for appropriate temporary learning spaces; establish codes of conduct to address all forms of violence, sexual exploitation, abuse and discrimination in learningsituations; and ensure joint preparedness planning with WASH and protection clusters and partners (see also WASH and child protection CCCs).

Funding

  • Promote school emergency preparedness plans, advocate for safe school structures and include basic disaster risk-reduction measures in school curricula.
  • Develop the capacity of education authorities in preparing the school system, at all levels, to respond to emergencies.
